US plans to move Iraqi scientists outside the country

US officials believe such an approach will enable them to confront Saddam quickly and definitively over arms programmes

WASHINGTON - The White House has told the CIA and the Defence and State departments to develop a comprehensive plan to quickly move large numbers of Iraqi scientists outside the country.

The orders, emanating from National Security Adviser Condoleezza Rice, are backed strongly by top civilians in the Defence Department who are anxious to speed up an inspections process they see extending inconclusively for months and possibly years.

The defence officials believe that it is only through such an aggressive approach that they will be able to quickly and definitively confront Iraqi President Saddam Hussein over his banned weapons programmes.

Although Iraq has so far not impeded inspections on the ground, including allowing entrance into one of Mr Saddam's previously restricted palaces, the inspectors' newly enhanced interview power is 'the most significant authority contained in the resolution' and 'the one thing that is most likely to produce overt Iraqi opposition', the senior official said.

For that reason, 'it can't be a voluntary programme', the official said, comparing the interview summonses to grand jury subpoenas.

Under this formulation, refusal by the interviewees to provide information under questioning would also constitute an Iraqi breach, as would previously unrevealed weapons discoveries made on the basis of their disclosures.

But the haste with which the plan to compel interrogations of large numbers of Iraqis outside the country is being put together, and the pressure on US intelligence officials and UN inspectors to make it their top priority, has raised concerns in the CIA and the State Department.

This is because the operation, which could involve hundreds of Iraqis and their families, could endanger lives while undermining both the inspections themselves and ongoing US intelligence operations in Iraq.

National Security Council spokesman Sean McCormack said no decision had been made on how, or whether, to push for UN implementation of a US-authored programme for accelerated interviews.

'We have said we want the inspectors to use all the tools at their disposal...each step along the way will prove Iraqi willingness to comply with the disarmament resolution,' he said.

The administration has asked opposition organisations to produce up to 10,000 names of Iraqis to serve with US military forces as interpreters, guides, spotters and guards for prisoners of war.

Most of the names thus far are from the Iraqi diaspora or those living in the northern part of Iraq that is not controlled by Mr Saddam.

But the governemnt has been reluctant to admit them to the US for fear some may be Iraqi agents or army deserters.

Iraq Inspections Go Deadly

Saddam Hussein (pronounced – Soh-`damm 'In-`sane) appears to be up to his signature behavior. When in doubt about the loyalty of even his top scientists, execute them and their families to insure they are 'quiet' about any aspect of a WMD program in which they were involved.

American Intelligence experts say that there is very little chance of Han's Blix's inspection team finding evidence of WMDs in Iraq apart from unfettered and open interviews with the Iraqi Scientists. Former CIA Director James Woolsey said it bluntly, "The preeminent test of Hans Blix's good faith as chief inspector is whether or not he is willing to pull people out of the country to talk to them. If he doesn't do this, he has very little chance of being taken seriously by the US government."

Saddam knows this will be a key focus of the investigations. So he has taken elaborate steps to insure that all those who worked on forbidden WMD projects will tow the party line.

According to intelligence reports picked up by Debka-Net-Weekly, "Eleven scientists working on illegal weapons programs—biological weapons experts, virologists, chemists and nuclear engineers, possibly three heads of projects—were put to death last weekend with some 12 of their close relatives, to ensure their silence, both to the weapons inspectors and for the eventuality of a war ending in American victory."

This information was received by the Debka-Net-Weekly military and intelligence sources from a number of Iraqi exiles that are related to the disappearing scientists. The Debka report went on to say, "Our sources estimate that Iraqi intelligence is holding a second group of high-risk scientists, estimated at 20 senior project directors and 60 of their relatives, in a special detention camp. Staff members who are still free have been warned that their superiors' wellbeing depends on their keeping mum about their work in interviews with UN inspectors. They were cautioned that if they tried to escape the country, Iraqi intelligence would catch up with them wherever they hid. To ensure their obedience, their families were taken from home and scattered around intelligence installations and army camps across the country.
Under military guard, they are not allowed visitors."

After instilling the 'fear factor', he then gathered all those who had any knowledge of the forbidden projects and gave them scripts to memorize. This was done five days before the massive "Weapons Declaration" was given to the UN Inspectors. He told the Iraqi workers they were to answer all the inspectors' questions with only what was given them. According to Debka's sources, he promised that those who perform 'honorably' would be lavishly rewarded after the war. Such things as luxury villas in the suburbs and lifetime pensions were promised. Of course they clearly know what fate awaits them if the don't 'act honorably'.

It is truly amazing that so many political leaders around the world think they can deal with Saddam as if he were a rational human being. Saddam's behavior is not surprising to me at all. It is the behavior of the political leaders that keep expecting Saddam to act rationally and responsibly that shocks me. Their appeasement trips off into la-la-land would be almost humorous, if it weren't for the fact that they may result in a nuclear, chemical and biological holocaust.

If the US verifies that Iraqi scientists have indeed been executed, we can count on the Battle of Baghdad beginning very soon. For that will be all the evidence needed to show that Saddam is trying to hide Weapons of Mass Destruction.
