UN Training Mexican National Guard?

Does anyone think it strange that the UN is taking over the training for the newly formed Mexican National Guard which is replacing the Mexican government’s Federales? In an April 9, 2019 Washington Post story, the WAPO thinks that its endeavor is perfectly fine to help flood the United States.

United Nations (UN) High Commissioner for Human Rights, Michelle Bachelet, assured Mexican senators that her office, the OHCHR, will accompany the process of establishing the secondary legislation relating to the creation of the national guard.

Analysis:

The UN has played an active role in helping shape the final version of President Andrés Manuel López Obrador’s proposed new federal security force, the national guard, having been critical of its initial military aspects. Concerns over the militarisation of public security have been somewhat dissipated now that Mexico’s congress has approved an amended project for the creation of a national guard with a civilian command. But on 5 April, López Obrador said that the head of the national guard would be a member of the military in active service, an announcement which opposition lawmakers received with criticism.

Bachelet took part in a special session in the Mexican senate yesterday to discuss issues of public security and human rights, including senators’ doubts around the secondary laws regulating the national guard (now that the constitutional amendment required for its creation has been approved by Mexico’s congress).
