Peace plan for Middle East likely to find favour with EU

Elsinore (Helsingør) in Denmark will see the presentation of a new peace plan for the Middle East this weekend.

A detailed Danish peace plan for the Middle East will be presented to the EU foreign ministers during this weekend's informal meeting in Elsinore. The plan is likely to be backed by the EU member states and the Commission, according to Danish newspaper Berlingske Tidende.

Three phases of concrete steps are necessary to stop the last two years' spiral of violence between Israelis and Palestinians, according to the Danish EU presidency.

The first and probably the most difficult phase of the plan will be to negotiate a security agreement between Israel and the Palestinians in order to end the present terror and violence. This must be done before the difficult elections in the self-governing areas early in 2003, according to Berlingske Tidende.

Secondly the Palestinians will have to carry out a number of internal reforms, such as setting up a democratic constitution and an independent judiciary authority, while the third phase will be the final negotiations on the delineation of frontiers between Israel and the new Palestinian state - including the explosive issue of the future status of Jerusalem.

Psychologically propitious moment

"It is my opinion that a concrete timetable, establishing a framework of dates, phases and obligations for the two parties in the further process towards the establishment of a Palestinian state must as soon as possible be worked out within the framework of the Quartette (i.e. between the US, the EU, the UN and Russia)," says Danish foreign minister Per Stig Møller, according to Berlingske Tidende.

The new Danish proposal has already received positive comments from the US and the bigger EU powers, and, according to a centrally placed source in Brussels, it comes at a psychologically propitious moment: "Several Arab countries - Egypt and Saudi Arabia in particular - are very disillusioned that their proposals have not evoked much response because of American hesitation. That is why it is important for Europe to demonstrate that the Middle East cause has not been given up for lost," says the EU source, according to Berlingske Tidende.
