He is not a Jew who is one outwardly, by the circumcision made by hands, but

He is a Jew who is one inwardly, whose heart has been circumcised by the Almighty Creator.

In Romans somewhere it is written that when someone who has not Torah does what Torah says is right, God Says they are Justified (by God), and they show by their life that God has written His Torah on their heart.

(This is a misleading statement and NOT CORRECT BIBLICAL TEACHING)
