Bush Prays for Quick End to 'Ruthless' Sniper Wave

WASHINGTON (Reuters) - President Bush (news - web sites) said on Wednesday he was praying for a quick end to a killing spree by a sniper in the Washington area and offered full government resources to help catch the "ruthless" killer.
"There is a ruthless person in the loose. I have ordered the full resources of the federal government to help local law enforcement officials in their efforts to capture this person," Bush told a White House meeting on combating online exploitation of children.
The president said he and his wife Laura "join our fellow citizens in prayer as we pray for the families and friends who have lost loved ones, as we pray for the safety of our fellow citizens, as we pray for the quick end to this period of violence and fear."
Bush spoke after police confirmed that a bus driver killed on Tuesday in Maryland was the gunman's 10th murder victim since Oct. 2.
Earlier, a White House spokesman said the federal government had agreed to give Washington area schools $600,000 to strengthen security. Police this week disclosed a message found near a sniper shooting on Saturday that warned "your children are not safe anywhere at any time."
But the U.S. government does not plan to take over the joint federal-local investigation despite reports of problems, spokesman Ari Fleischer (news - web sites) said.
"It remains a joint operation," Fleischer told reporters.
The cash aid followed a request on Tuesday from the state of Maryland for $250,000 to buy two-way radios for school buses, Fleischer said. Virginia schools would get the same amount. Washington, D.C., schools would get $100,000, he said.
The money could be used for security measures, protection services, counseling or other needs.
Already working on the case are 50 Secret Service agents, more than 600 employees each from the FBI (news - web sites) and the Bureau of Alcohol, Tobacco and Firearms, and officials from the U.S. Marshals Service, the Drug Enforcement Administration, and the Department of Justice (news - web sites), Fleischer said.
The Defense Department is providing surveillance planes and the U.S. Customs Service contributed helicopters and crews.
News reports revealed the letter found near last Saturday's shooting berated police as incompetent. Officials quoted in The Washington Post and The New York Times described a vast, ever-expanding investigation without coherent organization.
