just as Jethro advised, ( Exodus 18:21 ) . According to the Targum of Jonathan, the rulers of thousands were six hundred, rulers of hundreds 6000, rulers of fifties 12,000, and the rulers of tens 60,000; and so Jarchi; and the like account is given in both the Talmuds F24, where the whole is summed up, amounting to 78,600; which account Aben Ezra disapproves of, and thinks not credible: it is built upon the number of Israel at this time, when they came out of Egypt, being 600,000 men; and so if there was a ruler to every thousand men, there must be six hundred of them, and so on; but these thousands may intend not individual persons, but families, that these were appointed over, as the families of Israel and Judah are called their thousands, ( Micah 5:2 ) ( Judges 6:15 ) and this will serve greatly to reduce the number of these judges and officers.

I was just reading Exodus 18, where Moses was judging the people of Israel during the Exodus at Rephidim, and all the people stood before Moses from morning til night.

Assuming that there were 600,000 adults who came out of Egypt, not counting the children, and presumably only the males, or about 300,000 adults, needed to be judged.

Exodus 12:37
And the children of Israel journeyed from Rameses to Succoth, about 600,000 on foot that were men, beside children.

Then Moses's father-in-law Jethro proposed that Moses set co-judges over the people, namely a chief to judge over 1,000, a chief to judge over 100, a chief to judge over 50, and a chief to judge over 10.

Exodus 18
25 Then Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.

26 And they judged the people at all seasons: the hard causes they brought to Moses but every small matter they judged themselves.

So there had to be 300 chiefs to judge over 1,000 people (300 chiefs x 1,000 = 300,000).

And there were 3,000 chiefs to judge over 100 people (3,000 chiefs x 100 = 300,000).

And there were 6,000 chiefs to judge over 50 people (6,000 chiefs x 50 = 300,000).

And there were 30,000 chiefs to judge over 10 people (30,000 chiefs x 10 = 300,000).

So in total, Moses had to select no less than 39,300 chiefs to judge all the people of Israel by Rephidim.

I never realized until tonight's reading that Moses had to select, or cause to be selected, that many chiefs to judge over the people at Rephidim.
