Dear Eden,
I am soooo glad to be with YOU guys.
I believe the Holy Spirit is the person who reminds us of the counsels of God first articulated to us by His only genuine Son, Jesus of Nazareth, the Christ.
As we go to make our choices concerning how to respond to every difficult situation and person, the Holy Spirit is with us to remind us of Jesus's words AND to help us do them with out losing joy.
Jesus said this:

So, you are not wrong. Neither am I. We just have such a limited way of expressing the person and purpose of the Holy Spirit that it seems like we may think different things.
The Holy Spirit is exactly what is necessary to run the Kingdom of God, and the Kingdom of God is the new wine skin.
That is the reason I pointed out the passage that contrasts the way gentilic kingdoms are run with the way the kingdom to which Christ appointed the twelve apostles was run.
The apostles and elders discerned the leading of the Holy Spirit and sent men to the Christians in other cities to deliver the decrees that the Holy Spirit had given them.

The decrees of gentilic kingdoms come from one guy- right or wrong. The decrees of the Kingdom of God came from the Holy Spirit through the apostles AND elders.
The apostles were a deaconry supported by the contributions of the congregation. The elders were men who supported the deaconry with proceeds obtained through working with their own hands. Both counsels being relevant to understanding the will of God, the Kingdom of God produced better decrees.

I think the new wine is the Holy Spirit. Our bodies are so sin-ridden that our bodies can only contain/use/transmit low-wattage energy. Our bodies are too sin-ridden to be able to contain the Holy Spirit, the new wine, except for a little bit, called the downpayment of the Holy Spirit.
The Holy Spirit requires new wineskins, new bodies, glorified bodies. Our current bodies will burst if new wine is put into them. That's what I think the meaning is of the parable of the new wine and wineskins.

Wisdom is that commodity which enables a man to bring forth good judgments. The kingdom which was being taken from the men of Judah and given to another nation which brought forth the fruits of the kingdom is the agency of judgments.
These things were compared to a vineyard. The old wine was the wisdom that had been heard from them of old. The new wine was the judgments according to Jesus.

The problem with this new wine is that you can not store it the same structures as you could store old wine. The new structure was a vessel which was composed of the the apostles and elders within which the Holy Spirit could make known all the counsels of God.

So, their was a new wine and there was a new wine skin. The biggest problem of all was that no one prefers new wine after they have tasted old wine.
That being the case, there was a strong inclination in that generation to revert to the "eye for an eye" judgments of the old wine. That allowed them to revert to the old wine skins that could be run by a single guy (which could be corrupted and oppressive).

This new wine skin was one kingdom ruled by twelve judges.
That kingdom is still working, for the writing of the counsels of God which came to those twelve apostles with the elders have been preserved unto this day. However, men still prefer the old wine in the old wine skins.

9 They shall not drink wine with a song; strong drink shall be bitter to them that drink it.
10 The city of confusion is broken down: every house is shut up, that no man may come in.
11 There is a crying for wine in the streets; all joy is darkened, the mirth of the land is gone.
12 In the city is left desolation, and the gate is smitten with destruction.
13 ¶ When thus it shall be in the midst of the land among the people, there shall be as the shaking of an olive tree, and as the gleaning grapes when the vintage is done.
14 They shall lift up their voice, they shall sing for the majesty of the LORD, they shall cry aloud from the sea.
15 Wherefore glorify ye the LORD in the fires, even the name of the LORD God of Israel in the isles of the sea.
