The leaders of France, Germany and Russia are holding summit talks to discuss their wish for a large U.N. role in rebuilding Iraq.
French President Jacques Chirac, German Chancellor Gerhard Schroeder and Russian President Vladimir Putin have scheduled a series of meetings in the Russian city of St. Petersburg Friday and Saturday.
The three nations were the most vocal European opponents of the U.S.-led war and all have expressed strong support for pushing the United Nations to take a leading role in post-war Iraq. The United States has said the U.N. can play a part, but the coalition nations will have the leading role. On Thursday, the German chancellor said that his country will take part in the post-war reconstruction of Iraq only if the U.N. authorizes such action.
Meanwhile, Russian officials have rejected a suggestion from U.S. Deputy Secretary of Defense Paul Wolfowitz that they cancel Iraq's debts. Iraq owes Russia $8 billion. The speaker of Russia's lower house of parliament, Gennady Seleznyov, says Iraq is not yet America's 51st state and suggested the United States pay Moscow for the Russian contracts interrupted by the war.
