Sounds to me like they are saying "no it is not Charon, because Charon is plutos moon, Planet X is its own planet".

No. To be a bonifide planet it must have an independent orbit around the sun. Charon would definitely be considered a 'Tenth Planet' if it were not gravitationally bound to Pluto...as would Saturn's Titan, or the Galilean moons of Jupiter among others.
