who really "wonders" here where the EU is going?

What i wonder is how fast they are going to do it... The 10 core nations are there. It's all waiting for something...

Romano Prodi is trying to bring the office of High Representative into his Commission. He's also trying to keep the Council from having its own, stronger presidency. So, his solution is to combine these two offices into a Secretary of the Union in the Commission.

The way I've come to understand things in the EU, the Commission and the Council are fighting over which one will have control over the EU's foreign policy and 10-nation military alliance. You might say, they're fighting over Solana.

One thing to keep in mind: France and Britain, both permanant members of the UN Security Council, and both strong military and nuclear powers, will never place their foreign policy under Prodi's Commission.

So, no matter who wins - the Commission or the Council - the 10-nation military alliance will ultimately remain in control of itself.

[Question] What nations belong to the 10-nation military alliance? I'm curious. Also, is it slated to expand, or to keep the number of nations the way it is?

The 10 nation in the EU's new military wing are:

Belgium
France
Luxembourg
Netherlands
United Kingdom
Germany
Italy
Portugal
Spain
Greece

These nations are known as the Brussels Treaty Powers. This is because they have a mutual defense obligation to each other under article five of the modified Brussels Treaty.

It's possible this number could grow. But, there are no plans that I know of to do so. And, according to the treaty, their mutual defense agreement can't be transfered to others.

The European Commission's draft institutional plan for the future of the EU, due to be presented for the first time to the European Convention on Thursday, rejects the idea of appointing a President of the Union, as proposed by French and UK Premiers, Jacques Chirac and Tony Blair. Instead, the 20 Commissioners have chosen to claim more power for themselves in foreign and economic policy.

Maintaining present EU Presidency rotation
According to Le Monde, the Commission's text proposes to "maintain the half-yearly rotation of the presidency of the European Council." This is despite Convention President Valery Giscard d'Estaing's firm position that the current system, whereby the Union is led by a different member state presidency every six months, will be untenable in an EU with 25 members.

However, the Commission makes the small concessional step of suggesting that for ministerial councils, other than the general affairs council, a national minister should be appointed to cover the dossier for one year in order "to permit more continuity."

The Commission also insists on the creation of an Ecofin Council that would only bring together the Finance Ministers of eurozone countries, which will be in the minority after enlargement.

End of unanimity
In order to prevent paralysis at Council level, the Commission proposes to abandon the unanimity rule which still exists for certain policy areas. Instead a majority system would be used whereby a decision would be adopted by a majority of states representing over 50 per cent of the European population. For more sensitive issues such as taxation or cooperation in judicial or penal matters, there would be a reinforced majority system. This means that a proposal would be adopted by three quarters of member states representing two thirds of the EU population.

Secretary of the Union
One of the Commission's biggest innovations in the new text is the creation of a "Secretary of the Union" who would perform a role similar to that of a foreign affairs minister.

While the member states are still unwilling to relinquish their own competences in this area, Commission President, Romano Prodi, has come up with a compromise that would mean a vice-President of the Commission would take the position but only "conforming to the orientations and mandate of the Council or of a group of member states particularly concerned with a specific question."

More powers for the Commission
The Commission would like to increase its powers to the point that it is setting the EU's political agenda. It asks for a bigger monopoly on proposing legislation, including on justice and penal matters. This would mean that member states would require unanimity to vote against the Commission's opinion.

For economic policy, it also wants the right of proposition on the major economic policy guidelines that fix the budgetary and structural policies to be fulfilled by the member states. Written by Nicola Smith
