I think you're right that this will heat things up a bit. Right now Lebanon appears to be within its rights when the amount of water being pumped is considered. However, Lebanon's Speaker of Parliament has strongly hinted that at some future point Lebanon will be pumping even more water than the amount now being planned on for the immediate future. At that as yet unknown future time, war likley would erupt over the water.
