Wyoming Town Under 4 Feet Of Water
Cheyenne Suffers $28 Million In Damage From Storm
Posted: 2:10 p.m. MDT August 27, 2002

KAYCEE, Wyo. -- An early morning cloudburst left Kaycee under 4 feet of water and destroyed several homes, officials said.
"Main Street is pretty much under water," Town Clerk Diane Cornthwaite said Tuesday morning. "We've got quite a few homes that have been damaged or floated away."

Flood waters caused by at least 5 inches of rain ripped open one house and sent it downstream, and a trailer home was turned 180 degrees, she said. Cornthwaite said she also saw a greenhouse float away in the northern Wyoming town of 249 residents.

No injuries were reported and damage was still being assessed.

Power and cell phone service was out, said Cornthwaite, who has lived in the area for 12 years and had not seen such flooding before.

"There's emergency people on the scene. We really can't do anything until the waters recede," she said. "They've salvaged what they could."

Destruction was widespread, said Allison Engle, a conservationist with the U.S. Natural Resources Conservation Service.

"The town is flooded," she said. "Lots of people, their houses are full of water. The museum is full of water, the restaurant, everything."

Kaycee is especially flood-prone because it sits in a low-lying area and the north, middle and south forks of the Powder River merge a few miles away.

Melissa Claghorn, a hydrologist with the National Weather Service, said the town received about 1-2 inches of rain, but radar showed more than 5 inches falling south and southwest of town.

A rain-bloated Middle Fork of the Powder River, which flows through Kaycee, contributed to the flooding, she said.

The weather service issued a flash flood warning for southern Johnson County at 1:05 a.m. Tuesday, then revised it to a flood warning to be in effect until 6 p.m. The warning included Kaycee and areas along the Powder River.

Heavy rain and hail also pounded the Casper and Cheyenne areas late Monday and early Tuesday.

Around 11 p.m. Monday, baseball-size hail was reported just west of Cheyenne, and golf-ball-size hail was reported in the city a short time later.

The storm dropped 1.11 inches of rain in Cheyenne and left streets and yards littered with leaves and tree branches.

Insurance agents estimated the storm caused $28 million in damages to homes, outbuildings and vehicles.
