Mideast 'quartet' to meet in London to coordinate policy

Envoys from the Middle East "quartet" - the United States, Russia, the European Union and the United Nations - will meet in London next week to coordinate policy on the Israeli-Palestinian conflict, the U.S. State Department said Friday.
"We're shooting for Tuesday" of next week, said State Department spokesman Richard Boucher.
The envoys are U.S. Assistant Secretary of State William Burns, Russian envoy Andrei Vdovin, Miguel Angel Moratinos of the EU and Terje Roed-Larsen, UN Secretary-General Kofi Annan's special representative.
"They will review steps to support and implement the president's [U.S. President George W. Bush's] vision for progress on security, institution building and reform, economic reconstruction and resumption of an Israeli-Palestinian political dialogue," Boucher told a briefing.
The trip will be the first by Burns since President Bush announced Monday that the Palestinians have to get rid of their present leadership if they want U.S. support for an independent Palestinian state.
The U.S. approach of tying progress on Palestinian statehood to the outcome of Palestinian elections, expected next year, has sparked disagreement from much of the rest of the world.
But Boucher said: "There is wide agreement with the people that we've talked to and expect to talk to that a new dynamic is needed to bring peace to the region."
"This approach will require real reforms to Palestinian political, economic, legal and security structures," he said…
