Moses and Elijah represent the Law and the Prophets. Enoch was not part of the covenant. The Tribulation will judge Israel. Enoch was before Israel.
Malachi 3:1 (NASB) 1“Behold, I am going to send My messenger, and he will clear the way before Me. And the Lord, whom you seek, will suddenly come to His temple; and the messenger of the covenant, in whom you delight, behold, He is coming,” says the LORD of hosts."
Malachi 4:4 - 6 (NASB) 4“Remember the law of Moses My servant, even the statutes and ordinances which I commanded him in Horeb for all Israel. 5“Behold, I am going to send you Elijah the prophet before the coming of the great and terrible day of the LORD. 6“He will restore the hearts of the fathers to their children and the hearts of the children to their fathers, so that I will not come and smite the land with a curse.”

That is also my speculation as neither faced death. It was Elijah and Moses who appeared with Jesus on the Mount of Transfiguration.
Many of the plagues in the last days have similarities to those which were bestowed upon Egypt, with Moses.
It is fire which comes down from Heaven to strike those who come against the Two Witnesses, and Elijah was called the Prophet of Fire.
It sure could be Enoch and Elijah.

Genesis 5:24(NASB) Enoch walked with God; and he was not, for God took him.
Hebrews 11:5 - 6 (NASB) By faith Enoch was taken up so that he would not see death; and he was not found because God took him up; for he obtained the witness that before his being taken up he was pleasing to God. And without faith it is impossible to please Him, for he who comes to God must believe that He is and that He is a rewarder of those who seek Him.

The book of Jude verse 14
Enoch, the seventh from Adam, prophesied about these men: "See, the Lord is coming with thousands upon thousands of his holy ones to judge everyone, and to convict all the ungodly of all the ungodly acts they have done in the ungodly way, and of all the harsh words ungodly sinners have spoken against him."
