Lance Clem, spokesman for the State Department of Public Safety, which includes the Fire Safety Division, said Monday the message was inappropriate and violated department policy against personal messages in e-mails. Cooke apologized and said he wasn't trying to impose any religion on anyone.
This comes at a time when skirmishes over religion in the public square are on the rise.
