Khaled Mashaal, one of the heads of Hamas, said Tuesday that the Palestinian organizations had the right to combine political activism with armed struggle as long as the occupation continued.

Mashaal added that the struggle was directed at the occupation, while the political activism was conducted within the framework of the reorganization of the Palestinian homeland, Israel Radio reported.

He concluded that disagreements among Palestinians should be solved in dialogue.

Defense Min. Mofaz: No unilateral policy in West Bank

Although some politicians have taken Israel's successful withdrawal from the Gaza Strip as a grounds to continue the policy of unilateral withdrawals, Defense Minister Shaul Mofaz came out against relying on such moves in the future.

"One cannot exalt the principle of unilateral withdrawals and say it will eventually lead to a peace accord," Mofaz told Army Radio during a special holiday interview ahead of the Jewish New Year Monday evening.

He noted that the circumstances in the West Bank were different from those in Gaza, and therefore required different means of resolution.

"The settlement blocs in Judea and Samaria are within Israel's future borders," Mofaz contended. "The disengagement from the Gaza strip was in accordance with the interests of the state of Israel," explained Mofaz. "The permanent borders of the state there are in compliance with the accord with Egypt and the Gaza–Jericho accords, and settlement there was not serving our interests for the future."

"In the West Bank the situation is different – there we have national security interests. We cannot take unilateral steps there. We will be able to reach, within the next few years, negotiations about a reality of co-existence and a peace treaty with the Palestinians," Mofaz added.

Within a few years, the defense minister's predicted, Israel and the Palestinians would -reach a permanent agreement. "The Palestinians need to fulfill the obligations demanded by the road map. The first step is disarming the terrorist organizations. Once this is completed, negotiations will resume regarding the borders of a Palestinian state, and following that the third step of a permanent agreement."

Mofaz commented on the recent internal violence in the Gaza Strip and the Palestinian security forces' attempts to confiscate Hamas's weapons: "It's time that [PA Chairman Mahmoud Abbas] take the steps that the entire world is waiting for.

As a result of Israel's moves over the past few months, we expect to see progress by the other side in dismantling terrorist infrastructure. It's time to move from the talking stage to the acting stage," Mofaz said.
