I see Jesus calling Himself the green tree, as He was with them at the moment He spoke, but would soon be going to the Father.
The dry would be from the time of His death to the coming of another comforter/Holy Spirit, and dry would continue for those who didn't receive the Holy Spirit.

Luke 23:31 (NKJV) For if they do these things in the GREEN WOOD, what will be done IN THE DRY?
I assume that GREEN WOOD refers to the nation of Israel before 70 A.D. which was blessed to have the oracles of God.
Does THE DRY therefore refer to the WHOLE EARTH, which didn't have the oracles of God and which will undergo a similar fate as Israel underwent in 70 A.D., at the end of OUR age, before "the age to come"? Is that THE DRY that Jesus referred to?
Thanks, and be blessed.
