In a paperback called What is a Jew? it also said, In ancient times, it was the custom to destroy the whole person in revenge for say, a lost eye.
The God of the Old Testament therefore provided a more merciful way when that sentence of destruction was mitigated to "an eye for an eye."
That was very novel for its time, and much more merciful.
Later, among the Israelites, the sentence was further diminished by allowing the "cost of an eye".
Both were a distinct advance in the history of human law.
