God create all our circumstances.

James 1:13 say;
Let no man say when he is tempted I am tempted of God; for God cannot be tempted with evil, neither, tempted He any man.

But every man is tempted, when he is drawn away of his own lust, and enticed.

Even though tests and trials develop godly character not all tests and trials are of God. Some we bring upon ourselves through disobedience. Even when God send warning signs for us not to do a certain thing or not to go in certain directions some of us don't take heed to the warning signs. Then we suffer the consequences in this life for the bad choice we made.

Nevertheless, God who is just, righteous and sovereign delivers us out of those situations as well; some may not be as fast as we would like but He will bring us through them. Even in our own mistakes He forgives a repenting heart; and He shapes us and mold us for His purpose. But God has no association with sin.

James 1:2-3,12;
My brethern, count it all joy when ye fall into divers temptations; (different difficulties)

Knowing this, that the trying of your faith worketh patience.

12. Blessed is the man that endureth temptation
(difficulties):
for when he is tried, he shall receive the
crown of life which the Lord hath promised
to them that love him.

Job 1:1 (NLT)
There once was a man named Job who lived in the land of Uz. He was blameless—a man of complete integrity. He feared God and stayed away from evil.

Job 1:8 - 12 (NLT)
8 Then the LORD asked Satan, “Have you noticed my servant Job? He is the finest man in all the earth. He is blameless—a man of complete integrity. He fears God and stays away from evil.”

9 Satan replied to the LORD, “Yes, but Job has good reason to fear God. 10You have always put a wall of protection around him and his home and his property. You have made him prosper in everything he does. Look how rich he is! 11 But reach out and take away everything he has, and he will surely curse you to your face!”

12 “All right, you may test him,” the LORD said to Satan.

Acts 9:15 - 16 (NLT)
15 But the Lord said, “Go, for Saul is my chosen instrument to take my message to the Gentiles and to kings, as well as to the people of Israel. 16 And I will show him how much he must suffer for my name’s sake.”

2 Corinthians 11:23 - 27 (NLT)
23 Are they servants of Christ? I know I sound like a madman, but I have served him far more! I have worked harder, been put in prison more often, been whipped times without number, and faced death again and again.

24 Five different times the Jewish leaders gave me thirty-nine lashes. 25 Three times I was beaten with rods. Once I was stoned. Three times I was shipwrecked. Once I spent a whole night and a day adrift at sea.

26 I have traveled on many long journeys. I have faced danger from rivers and from robbers. I have faced danger from my own people, the Jews, as well as from the Gentiles. I have faced danger in the cities, in the deserts, and on the seas. And I have faced danger from men who claim to be believers but are not.

27 I have worked hard and long, enduring many sleepless nights. I have been hungry and thirsty and have often gone without food. I have shivered in the cold, without enough clothing to keep me warm.

dear bloodbought, you wrote

God created Job's circumstances. God creates all our circumstances. Some may not seem good, but God knows best.
It may be that God creates all our circumstances, but I dare say that man has created his own circumstances through cause and effect, eversince Adam and Eve decided that they no longer needed God to "do this earth thing". From that day onward, man has created his own circumstances.

God does however interfere in the circumstances that God has created, and this interference can be seen when God beforehand said that Jesus would be born in Bethlehem of Judah, from the family of David:

Micah 5:2
But you, Bethlehem Ephratah, though you be little among the thousands of Judah, yet out of thee shall he come forth unto me that is to be ruler in Israel; whose goings forth have been from of old, from everlasting.

So God interferes in man's circumstances so that God, among others things, shows favor to those who love God, and withstands the purposes of the wicked, and to accomplish His ultimate purpose that Jesus should be King of Kings ruling over the nations from Jerusalem.

God does have His own purposes, but man has his own purposes too:

Matthew 21:38
But when the husbandmen saw the Son, they said among themselves, This is the heir; come, let us kill him, and let us seize his inheritance.

God created Jobs circumstances. God creates all our circumstances. Some may not seem good, but God knows best.

Romans 8:28 And we know that all things work together for good to them that love God, to them who are the called according to his purpose.

Psalm 34:19 Many are the afflictions of the righteous: but the LORD delivereth him out of them all.

God knows best. When I realized that God and the resurrected Jesus and the Holy Spirit were "WAAAY" smarter than me, I as the soul gave up thinking for myself rightaway and began to try to hear what God was saying.

Circumstances may be what they are, but God and Jesus and the Holy Spirit know the best way to negotiate those circumstances.

Psalm 32:8
I will instruct you and teach you in the way which you shall go: I will guide you with My eye.

There will come times when we really have to trust God even when all is going against us. When it seems that every where we turn there are struggles and God seems far away.

Job 23:8-11 says;
Behold, I go forward, but He is not there, and backward, but I cannot perceive Him.

On the left hand, where He doth work, but I cannot behold Him, He hideth Himself on the right hand, but I cannot see Him.

But He knoweth the way I take.

Job too was saying even though it seemed like God was afar off and things weren't going well he still had faith in God. He even said "Though He slay me yet will I Trust Him." For God knew the road he took God knew the life Job lived and how Job walked before Him.
