Peace Plan Emerging

Bush to offer blueprint supported by Arabs, Israelis

WASHINGTON President Bush has completed a general framework for a Mideast peace plan that he will unveil in coming days with the cautious backing of the Israelis and Arabs, officials disclosed yesterday.

The President's plan gained momentum after Bush consulted in recent days with Egyptian President Hosni Mubarak, Israeli Prime Minister Ariel Sharon and Saudi Foreign Minister Prince Saud al-Faisal. All went away pleased with their discussions.

"I'm going to lay out my vision ... that will help lead toward two states living side by side," Bush said yesterday.

He indicated that the framework will be the start of some hard bargaining.

"In order to achieve that vision, people are going to have to take responsibility. Israelis are going to have to be responsible, Palestinians are going to have to be responsible, the Arab world is going to have to assume responsibility to achieve this vision," Bush said.

Sources said the emerging blueprint includes generally adhering to the 1967 Mideast borders, diplomatic recognition of Israel by the Arabs, enhanced security measures for Israel — possibly including third-party monitors — and some sort of timeline leading to the creation of a permanent Palestinian state.

Sticking Points

Still under consideration is the creation of a provisional Palestinian state as a confidence-building measure while negotiations proceed toward a final deal.

Such contentious issues as the future of Israeli settlements in territory claimed by the Arabs and the "right of return" of Palestinians forced from their homeland are "still on the table," one official said.

The peace process cleared a major hurdle yesterday when Palestinian leader Yasser Arafat convened his new cabinet and called for presidential elections in December or January, potentially setting up his swan song and clearing the way for new leadership that the Israelis and some in the Bush administration hope will emerge...

Comment: I don't understand. If Bush's plan calls for Israel to withdraw approximately to '67 borders (God forbid), how can this plan possibly have Sharon's backing?
